- County bid out janitorial services, and received only two bids, one bid was from contractor currently performing janitorial services. The other bidder had the lowest bid, but when they checked his references, they did not feel comfortable selecting this contractor.
- There are three reasons that a county would not have to go with the lowest bidder, and IT HAS TO BE DOCUMENTED why the lowest was not chosen. Three reasons follow:
- Failure to sign bid
- Unsatisfactory references
- Previously used as contractor, and performance was unsatisfactory
- A county solicits bids for a contract over $10,000, which requires SIX bids. The county received only two bids, one which was a minority and was the low bidder. Could they select from these two, or do they need to re-advertise?
- If they went with the low bidder, it probably would not be a problem. But they should try to re-bid one more time and then make a decision on what they received.
- Can current janitorial service contractor increase the cost in the contract renewal for the second and/or third year agreement renewal?
- NO, if there are any changes in the original contract, like an increase, the county has to re-bid the contract. The only way the current contractor can continue in the next fiscal year is that there are no changes to original contract.
